Is your lunch service ready for the meal-voucher vote?
France is voting on supermarket use of meal vouchers. Whatever the result, weekday lunch is won on certainty. Four fixes to make before the winter.

Amelia Cooper

At 12:20 on a weekday, a colleague with a meal voucher card in their pocket makes a decision in about thirty seconds: the restaurant on the corner, or a basket at the supermarket. Over the last three years the second option has become easier. Whether it stays easy is now a question for Parliament, and restaurateurs can act before the answer arrives.
What is actually being decided about meal vouchers?
Since 2022, titres-restaurant can pay for food that needs preparing, such as pasta, rice, flour and oil, and not only for a meal ready to eat. A law of 21 January 2025 extended that permission to 31 December 2026. A bill filed on 9 June 2026 (proposition de loi n° 2892) would make it permanent for food that lets you prepare a meal, with alcohol, confectionery and infant or pet food excluded by decree. It was scheduled for debate at the National Assembly on 12 October.
As reported, the bill would also end paper vouchers on 1 January 2028, stop issuers giving rebates to employers, and oblige them to send merchants a yearly statement of commissions each January. The daily cap is currently €25. Nothing becomes law until Parliament has voted, and the text can change on the way, so check the outcome before you plan around it.
The hotel and restaurant federation Umih says supermarkets' share of voucher spending rose from 31.5% to over 40% between 2022 and 2026, and puts the loss to restaurants at nearly €1 billion. Those are the federation's own figures, not an independent estimate.
Does the voucher rule change how a lunch guest chooses?
By itself, no. A voucher is a way to pay, not a reason to walk through your door. A guest with 45 to 60 minutes decides on three things: can I sit down now, will I be served in time, and do I know what it costs. A supermarket wins all three by default, with no wait and no surprise.
That is the useful reading for an owner. Lunch covers are rarely lost on the quality of the food. They are lost on doubt, and doubt is something you can remove, whatever Parliament decides.
How do you remove the doubt before 12:30?
Four changes cost very little.
Publish today's lunch offer by mid-morning, with the price. A dish of the day that changes daily only gets updated if editing it takes a minute. Put it where guests look: your Google listing, your website, a QR code on the door.
Take lunch bookings, even for two. Office groups of four to six usually decide the day before, or that morning. Offer a 12:15 table with a clear finish time, and set shorter turn times for lunch than for dinner, so the guest knows they will be back at their desk on time.
Answer the phone between 11:30 and 12:15. Calls peak exactly when your team is busiest. A missed call at that hour is a table that went to the supermarket.
Remember the regulars. An office that eats with you twice a week is worth more over a year than a one-off visit. Note the usual table, the allergy, the company that books six on Fridays.
What should you check on the payment side?
Three things, none of them about bookings. Check that your terminal accepts card and app vouchers, because paper is set to disappear under the bill. Check what commission you pay each issuer, and ask for the breakdown. And if you accept vouchers, say so on your menu page and your Google listing, since guests do ask.
This is a question for your till and your issuer contract. General information, not legal or tax advice.
How Deskadora helps
Deskadora does not process meal vouchers. That stays with your till and your payment provider. What it covers is the doubt.
The booking widget on your own website takes party size and time, and turn-time rules per party size let you set a lunch table to turn on lunch time. The AI voice agent, on the plans that include it, answers calls while your team is on the floor and takes the booking into the same book. The QR menu is free and unlimited, a venue can hold more than one menu, so a lunch menu can sit beside the dinner card, and changes go live as soon as you save them, translated into twelve languages. The guest CRM keeps the office regulars, with labels and notes, so the Friday table for six is not rebuilt from memory.
If lunch is the service you most want to grow this winter, try the booking widget on your website for two weeks and compare lunch bookings made before 11:00 with the previous fortnight. A free account at deskadora.com is enough to start.
FAQ
Will meal vouchers still work in supermarkets after 31 December 2026?
That depends on Parliament. The current permission runs to 31 December 2026, and a bill would make it permanent. As of the sources we read it had not been adopted, so check the latest position before telling your team or your guests anything.
Do I have to accept meal vouchers?
No. Accepting them is a choice each business makes, through a contract with an issuer. If you do, the terminal, the commission and the move away from paper are the points to check.
Does Deskadora take meal vouchers as payment?
No. Deskadora handles bookings, menus, calls and guest records. Payment at the table stays with your till.
